These two tags works exactly as HTTP headers, when the
http-equiv means the header name and
content means the value.

This tag specifies the charset of the content. Only available in HTML5.
<meta charset="utf-8" />
This tag specifies the size and scale of the webpage(i.e. controls how user can zoom in and out, especially on mobile devices, the web page).
